Cellar of the Damned is the location where you will find Mira Eamon, Haedrig Eamon's wife. She was recently bitten by an undead and Haedrig needs your help to kill her. This are some steps from the "A shattered crown" quest from Diablo 3. Cellar of the Damned is right in New Tristram, if you open the map you might see it. In case you don't, I've posted a screenshot with the location of Cellar of the Damned in Diablo III.

There is the quest explained on steps with a video from youtube where you are shown exactly what to do and how to finish the quest. It's not hard at all, you just have to be a little patient. In the center of the picture you'll see a blue pointer and a orange one, there's the location of the Cellar of the Damned.
